How to Conduct a Water Audit in Your Factory and Find Hidden Savings
October 14, 2026Water Quality for Dairy and Poultry Farms: The Hidden Factor in Animal Health
October 14, 2026In India, packaged drinking water cannot be sold without BIS certification to IS 14543, and food safety licensing under FSSAI is required alongside it. Many first-time entrepreneurs treat certification as paperwork to be handled after the machines arrive. That approach leads to costly redesigns. The standard influences everything from room layout to laboratory equipment, so it should guide the project from day one.

Note that rules and procedures are updated from time to time, so always confirm the current requirements directly with BIS and FSSAI before applying.
Start with the Right Standard
IS 14543 covers packaged drinking water, which is distinct from natural mineral water covered by IS 13428. The two have different source, processing and labelling requirements. Make sure your business plan, labels and process design align with the correct standard.
Building and Layout Readiness
Inspectors look closely at hygiene and segregation. Before civil work begins, plan for:
- Separate areas for raw material storage, water treatment, filling, and finished goods
- A dedicated, enclosed filling room with controlled entry
- Smooth, washable walls and floors with proper drainage slopes
- Air handling for the filling room, often with filtered air
- Changing rooms, hand-washing stations and footwear change points
- Pest control measures such as screens and air curtains
A filling room that has to be rebuilt after inspection is one of the most avoidable expenses in this business.
Process Equipment Readiness
A typical plant includes raw water storage, pre-treatment filters, reverse osmosis, micron filtration, disinfection such as UV and ozonation, product water storage in food-grade stainless steel, and a rinsing-filling-capping line. Key questions to settle early:
- Are all product-contact parts made of food-grade materials?
- Is the stainless steel piping properly welded and drainable?
- Can the system be sanitised easily and regularly?
- Is ozone contact time adequate before filling?
The In-House Laboratory
The standard expects manufacturers to test their product regularly, and an in-house laboratory is a core part of certification readiness. Plan space with good lighting, a clean bench, and utilities. Equipment usually includes instruments for pH, conductivity and turbidity, chemical testing apparatus, and microbiology facilities such as an incubator, autoclave, laminar air flow unit and related glassware.
Qualified Personnel
A qualified chemist and microbiologist are typically required. Hire them early so they can help set up the lab, write procedures and train operators before the inspection.
Documentation You Will Need
Certification relies heavily on records. Prepare these systems before applying:
- Raw water and product water test registers
- Batch coding and production records
- Cleaning and sanitisation schedules with sign-offs
- Calibration records for instruments
- Pest control records
- Medical fitness records for workers handling the product
- Complaint handling and recall procedures
Labelling and Packaging
Labels must carry the mandatory declarations required by BIS and FSSAI, including the product name, batch details, dates and the certification mark once granted. Bottles and caps must be food grade and sourced from reliable suppliers who can provide compliance documentation.
The Inspection and Sample Testing
During the factory inspection, officials examine the premises, processes, laboratory and records, and samples are drawn for independent testing. Your plant should run in normal production mode during this visit. A clean, well-documented, confident operation leaves a strong impression.
After Certification
Certification is not a one-time hurdle. Surveillance visits and periodic market sample testing continue. Plants that build testing and hygiene into daily routine handle surveillance with ease. Those that relax after the licence arrives often face trouble later.
Getting Help
An experienced plant supplier can design the layout, equipment and laboratory with certification in mind, which avoids rework and delays. If you are planning a new unit, involve your engineering partner before finalising the building, not after.
